Sealed bids for the construction of WATER LINE EXTENSION for the DUMAS-PINE GROVE WATER ASSOCIATION will be received by the TIPPAH COUNTY BOARD OF SUPERVISORS at the Dumas-Pine Grove Water Association Office Building located at 3391 Hwy 370, Dumas, Mississippi until 10:00 a.m., Tuesday, December 10, 2024, and then at said office publicly opened and read aloud.

Contract Documents, including Drawings and Specifications, can be viewed and/or purchased at Ward Engineering, Inc. plan room at www.wardengplans.com. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. This project is available for electronic bid submittals. Should a bidder choose to submit a bid electronically in place of a sealed bid, it may be submitted at www.wardengplans.com. The work shall consist of: Installation of approximately 7,500 LF of 4” PVC Water Main and associated appurtenances.

Each bid submitted must be in a sealed envelope addressed to the Dumas-Pine Grove Water Association, and clearly marked on the outside “Bid for: DUMAS-PINE GROVE WATER ASSOCIATION, WATER MAIN EXTENSION for the TIPPAH COUNTY BOARD OF SUPERVISORS”. Any bid

in excess of $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000.

When bidders choose to submit bids electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. The Bidder is fully responsible for on time delivery of bids regardless of bid submittal method chosen.

A satisfactory Bid Bond executed by the Bidder or an accepted Surety, a certified check, or bank draft payable to the TIPPAH COUNTY BOARD OF SUPERVISORS, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid.

Bids may be held up to 60 days from the date of opening for review of bids and qualifications of bidders prior to Contract award. The Tippah County Board of Supervisors reserves the right to reject any or all bids or to waive any informality in the bidding.
